|---|---|
Was zusätzlich kommt
Was Sie tun sollten

GEG 2024: What Still Applies Today — and What Does Not
The GEG (Gebäudeenergiegesetz — Building Energy Act) 2024 is no longer the current legal position. Since July 29, 2026, the Building Modernisation Act (GModG) has been in force. Anyone still working from 2024 information sheets is planning on the basis of law that no longer applies.
The GEG was not abolished — it was renamed and restructured. Much of its substance remains in effect — with the notable exception of the provisions that made the headlines in 2024.
What Was New in 2024 — and Is Now Gone
| Rule from the GEG 2024 | Status today |
|---|---|
| 65 percent renewable energy requirement for new heating systems | repealed |
| Linking of heating system replacement to municipal heat planning | repealed |
| Mandatory consultation before installing a fossil-fuel heating system | repealed |
| Operating ban for boilers, 30-year rule | repealed |
| End date of December 31, 2044 for fossil-fuel heating systems | repealed |
In place of the 65-percent quota, a so-called Bio-Treppe ("bio-ladder") has been introduced: a rising minimum share of climate-neutral fuels starting in 2029, beginning at 10 percent and increasing to 60 percent by 2040.
What Remains Unchanged from the GEG
- Energy performance certificate upon sale, rental, and lease of a property
- Mandatory insulation of the uppermost floor ceiling or the roof above it
- Insulation of accessible heat distribution and hot water pipes
- Retrofit obligations upon change of ownership, with the established transitional periods
- Existing-use protection: you are not required to replace a functioning heating system
- Requirements for building components during renovation, when more than ten percent of a component surface area is altered
What has changed are primarily the section numbers. If you cite a legal reference, check it against the current version — old references to § 71 GEG no longer lead anywhere.
What Is Being Added
The GModG introduces stages that were not yet enshrined in law in 2024: from January 1, 2027, a new energy performance certificate with an A-to-G scale, a mandatory solar requirement, and efficiency standards for non-residential buildings; from 2028, the zero-emission standard for new public buildings; from 2030, for all new buildings.
What You Should Do
Review whether any planning carried out in 2024 or 2025 still aligns with your goals. From a legal standpoint, you have more flexibility than before — however, the financial landscape has also shifted: funding rates changed on July 21, 2026.
