TPB-ID erstellen: Technische Projektbeschreibung beim BAFA

Creating a TPB-ID: The Technical Project Description at BAFA
No TPB-ID, no BAFA (Federal Office for Economic Affairs and Export Control) application: anyone who wants funding for an individual measure on the building envelope or the building systems needs a Technical Project Description (TPB) before applying. After implementation comes its counterpart, the Technical Project Proof (TPN). Both generate an ID that you enter in the BAFA portal – and both are valid for a limited time only.
What the TPB is
The TPB is a digital form in the BAFA portal. It records the technical data of the planned measure – for example building component, area, U-value, or system components. This allows BAFA to check before the application whether the measure meets the minimum technical requirements of the Federal Funding for Efficient Buildings (BEG EM).
The end result is the TPB-ID. As the applicant, you enter this number in the online application at BAFA. You then no longer have to provide many of the technical details yourself.
Who creates the TPB-ID
As the owner, you cannot create the TPB yourself – applicants have no access to the TPB portal. It may be created by:
- the engaged energy efficiency expert (mandatory for measures on the building envelope, for building systems other than heating, for building networks, and for specialist planning and construction supervision), or
- the executing or authorized specialist company, where no energy efficiency expert is required – for example for heating optimization without the iSFP (individual renovation roadmap) bonus.
Specialist companies must register once before they can create a TPB.
Important: There is no TPB for heating system replacement. Heat pumps and other heat generators are funded by KfW (Kreditanstalt für Wiederaufbau) under program 458. There, the confirmation of application (BzA) replaces the TPB.
Creating a TPB-ID: the process
- Obtain a quote and conclude a contract – with a condition precedent or condition subsequent that the funding is approved. Such a contract must be in place when the application is submitted.
- Have the TPB created: The energy efficiency expert or specialist company records the measure in the BAFA portal and receives the TPB-ID.
- Submit the application: You enter the TPB-ID in the BAFA application – before the project is started.
- Only after the application may the measure begin.
Caution: The TPB-ID is valid for only 2 months
According to BAFA, the TPB-ID is valid for a maximum of two months for data protection reasons. If you do not submit the application within this period, you need a new TPB – and often pay for it a second time. Therefore, only have the TPB created once the quote and contract are in place.
After the measure: the Technical Project Proof (TPN)
Once the measure has been implemented, the energy efficiency expert or specialist company creates the TPN. It confirms that the work was actually carried out as applied for, and replaces the former paper-based specialist company declaration.
You enter the TPN-ID in the online proof of use of funds. It, too, is valid for a maximum of two months. You must submit the proof of use of funds within six months after completion of the measure – otherwise you risk losing the grant.
Typical pitfalls
- TPB created too early: The ID expires before the application has been submitted.
- Tradesperson is unfamiliar with the procedure: When awarding the contract, clarify in writing who creates the TPB and TPN.
- Measure started before the application: Then the funding is lost – even with a valid TPB-ID.
- TPN forgotten: Without a TPN-ID there is no complete proof of use of funds and no payout.
- Lump-sum invoice: Items such as "renovation work as per quote" regularly lead to follow-up questions. The funded measure must be clearly identifiable.
Our advice
Clarify the TPB, TPN, and the other documents before the first tradesperson arrives – not only when the invoice has already been paid.
