| Situation | Folge |
|---|---|
| Antrag bereits bewilligt | Alte Konditionen, keine Änderung |
| Antrag bereits eingereicht | Alte Konditionen |
|---|---|---|
| Klimageschwindigkeitsbonus | 20 % | 16 % (sinkt halbjährlich) |
| Effizienzbonus Wärmepumpe | 5 % | entfällt |
| Emissionsminderungszuschlag Biomasse | ja | entfällt |
| Einkommensbonus | einstufig 30 % | dreistufig 40 / 30 / 10 % |
| Maximaler Fördersatz | 70 % | 70 %; 80 % nur bei zvE bis 30.000 € (mit Kind bis 40.000 €) |
| Förderfähige Ausgaben 1. WE | 30.000 € | 28.000 € |
Neue iSFP-Systematik
Ein geförderter individueller Sanierungsfahrplan verdoppelt den Kostenrahmen:
| Wohneinheiten | ohne iSFP | mit iSFP |
|---|---|---|
| 1. WE | 30.000 € | 60.000 € |
| 2. bis 6. WE | je 15.000 € | je 30.000 € |
| ab 7. WE | je 8.000 € | je 15.000 € |
Rechenbeispiel Fassadendämmung, 1 WE, 60.000 € Kosten:
Systemische Sanierung (BEG WG / NWG)

BEG Reform 2026: What Changes on July 21, 2026 — Funding Rates, Transition Periods, Outlook
On July 21, 2026, the revised guidelines of the Federal Funding for Efficient Buildings (BEG, Bundesförderung für effiziente Gebäude) come into force (BEG EM guideline of 17.08.2026, BAnz AT 27.08.2026, valid for applications from 21.07.2026). The basic structure remains: KfW (Kreditanstalt für Wiederaufbau, German state development bank) for heating funding, BAFA (Federal Office for Economic Affairs and Export Control) for building envelope, system technology and heating optimisation. The main changes concern funding rates, bonuses and maximum amounts. The tax incentive under § 35c EStG (German Income Tax Act) remains unchanged.
Transition rule — who is still funded under the old rules
| Situation | Consequence |
|---|---|
| Application already approved | Old conditions, no change |
| Application already submitted | Old conditions |
| Valid BzA/TPB available, application submitted by 20.07.2026 | Old conditions |
| Application submitted from 21.07.2026 | New conditions — even if the BzA was issued earlier |
During the technical changeover phase from 09.07. to 20.07.2026, no new confirmations of application (BzA, Bestätigung zum Antrag) could be created at KfW. From 21.07.2026, BzA and TPB are possible again, then under the new rules. Unused, still valid BzA IDs can be used from 21.07.2026 for applications under the new conditions. A BzA is regularly valid for 6 months.
Heating funding for residential buildings (KfW 458)
The basic funding remains at 30%. Bonuses and maximum amounts have changed:
| Item | previously | from 21.07.2026 |
|---|---|---|
| Climate Speed Bonus | 20% | 16% (decreases every six months) |
| Efficiency bonus heat pump | 5% | discontinued |
| Emission reduction surcharge biomass | yes | discontinued |
| Income bonus | single-tier 30% | three-tier 40 / 30 / 10% |
| Maximum funding rate | 70% | 70%; 80% only with taxable household income up to €30,000 (with a child up to €40,000) |
| Eligible expenses 1st residential unit | €30,000 | €28,000 |
Eligible expenses are tiered: €28,000 for the first residential unit, €15,000 each for the second to sixth, €8,000 each from the seventh.
Income bonus and family supplement
| Taxable income (zvE) | Bonus |
|---|---|
| up to €30,000 | 40% |
| up to €40,000 | 30% |
| up to €50,000 | 10% |
If there is at least one minor child in the household, the relevant taxable income is reduced by €10,000 for calculation purposes (one-off). This effectively shifts the thresholds to €40,000 / €50,000 / €60,000.
Calculation example: Heat pump, replacement of a fossil heating system, owner-occupied, taxable income €38,000 with one child. Relevant taxable income: €28,000 → 40% income bonus. 30% basic funding + 16% Climate Speed Bonus + 40% = 86%, capped at 80%. Assessment basis €28,000 → €22,400 grant.
Without the income bonus: 30% + 16% = 46% of €28,000 = €12,880.
Individual measures for building envelope and system technology (BAFA)
The basic funding remains at 15%. However, the iSFP bonus of 5 percentage points is now calculated differently than before.
New iSFP system
A funded individual renovation roadmap (iSFP) doubles the cost ceiling:
| Residential units | without iSFP | with iSFP |
|---|---|---|
| 1st unit | €30,000 | €60,000 |
| 2nd to 6th unit | €15,000 each | €30,000 each |
| from 7th unit | €8,000 each | €15,000 each |
However, the additional 5 percentage points apply only to the portion of costs above the normal cost ceiling — no longer to the total amount. Prerequisites are at least €30,000 of eligible investment volume for the measure, its inclusion in the funded iSFP, and implementation within 15 years.
Calculation example, façade insulation, 1 residential unit, €60,000 costs:
- Without iSFP: €30,000 eligible × 15% = €4,500
- With iSFP: €60,000 × 15% = €9,000, plus 5% on the additional amount of €30,000 = €1,500 → €10,500
- Benefit from the iSFP: €6,000 more grant
The increased cost ceiling also applies if the owner is not themselves eligible to apply for an iSFP — this concerns in particular energy consultants as owners.
Heating optimisation for emission reduction continues to be funded at 50%.
Systemic renovation (BEG WG / NWG)
- The EE class becomes standard; a separate EE bonus of 5% is discontinued.
- Repayment grants and municipal grants are reduced across the board by 10 percentage points.
- Uniform cost ceiling: €150,000 per residential unit, regardless of the efficiency house level achieved.
- Repayment grant: EH 85 EE and EH 70 EE receive none, EH Denkmal EE and EH 55 EE 5%, EH 40 EE 10%.
- WPB bonus +10% for EH 70/55/40 EE; SerSan bonus +5% (EH 70 EE) or +15% (EH 55/40 EE). Both can be combined with each other and with the NH class.
- The NH class is switched from the complex QNG certification to an LCA assessment; during the transition, the previous QNG proof continues to apply. KfW will announce details.
Ventilation system with heat recovery
A mandatory installation requirement now applies only to EH 40 EE and when the NH class is claimed. For the other levels, a ventilation concept must be prepared, and a comparative calculation with and without a ventilation system must be submitted and explained to the client — the installation itself is then not mandatory.
Outlook: planned reductions
Climate Speed Bonus
| from | Bonus |
|---|---|
| 21.07.2026 | 16% |
| 01.02.2027 | 12% |
| 01.08.2027 | 8% |
| 01.02.2028 | 4% |
| 01.08.2028 | 0% (discontinued) |
Maximum funding amount for heating (1st residential unit)
From 01.02.2027, reduced by €750 every six months: €27,250 (02/2027), €26,500 (08/2027), €25,750 (02/2028), €25,000 (08/2028) — continuing down to €22,000 in August 2030.
From the first quarter of 2027
- EU value-creation bonus for heat pumps: The basic funding is reduced to 15%; the full 30% is only achieved with proven origin in the EU or associated markets. The proof logic will be defined in the information sheet on eligible measures; a mere brand or manufacturer statement is not sufficient.
- In systemic renovation (BEG WG and NWG) as well, expenses for a newly installed heat pump are eligible only if it is of EU origin.
- WPB bonus in BEG EM: an additional 5 percentage points, exclusively for insulation measures on a Worst Performing Building (not for windows, doors or summer heat protection). A prerequisite is a funded iSFP or a funded EBN module 2 consultation in which the measure is named. The building must already meet the WPB requirements at the time of the first application. The minimum investment volume of €30,000 does not apply here; the bonus is granted for a maximum of three applications.
- Replacement logic: When replacing a decentralised eligible system installed before 01.01.2008, only a flat 25% of total costs is considered eligible. If a more recent eligible system or a network connection already exists, renewed funding is generally excluded — exception: replacement of a gas-, oil- or coal-fired heat generator in a bivalent system.
Consequences for consulting
- Sequence and documentation determine the funding amount more than before. Before applying, check WPB status, any existing iSFP or EBN consultation, normal and increased cost ceiling and, for heat pumps, EU origin.
- The iSFP remains a strong lever — no longer primarily through the bonus rate, but through the doubled cost ceiling.
- For extensive insulation measures on a WPB, the combination of iSFP and WPB bonus can, from 2027, more than compensate for the stricter iSFP calculation.
- Always check § 35c EStG as well: 20% tax reduction over three years (7% / 7% / 6%), maximum €40,000 per property, for owner-occupied residential buildings from a building age of ten years, execution by a specialist company and with a specialist contractor certificate. A combination with tax-free grants or interest-subsidised public loans is excluded for the same expenses — therefore prepare a comparison calculation.
- A supply or service contract must already exist at the time of application, subject to a condition precedent or condition subsequent of the funding approval and stating the expected implementation date; starting the project before application (for example, a contract without this condition) excludes funding.
