When do I have to submit the funding application?
Before you place the order. That is the whole rule — and the mistake on which most funding applications fail.
The decisive point in time
What matters is not the start of construction, but the conclusion of the supply or service contract. As soon as you commission the contractor, the project has begun. An application submitted afterwards will be rejected.
This also applies to:
- an oral order placed over the phone
- a down payment
- a signed order confirmation
- a binding order of materials
By contrast, the following do not count as the start of the project: obtaining quotes, consultation, planning, and the preparation of a renovation roadmap (iSFP, individual renovation roadmap). An energy consultant may therefore start work long before the application.
A contract with a condition is mandatory
There is a common misunderstanding here: it is not enough to simply have no contract. When the application is submitted, a supply or service contract must be in place — but one with a resolutory or suspensive condition of the funding approval.
The difference:
- Suspensive condition: The contract only becomes effective once the funding has been approved.
- Resolutory condition: The contract is effective, but ends automatically if the funding is rejected.
Both are permissible. What matters is that the funding approval is expressly a condition of the contract. A contract without this clause counts as the start of the project and costs you the funding.
This has a practical advantage for you: price and schedule are secured while you wait for the decision. The clause belongs in the order before both parties sign — it cannot be added afterwards.
What must be ready before the application
You cannot apply on the spur of the moment. Two things are needed beforehand:
The technical confirmation before the application: For BAFA (building envelope, system technology, heating optimisation), this is the Technical Project Description (Technische Projektbeschreibung) with a TPB-ID, which, for building envelope and system technology, is prepared by an energy efficiency expert from the official expert list. For KfW (Reconstruction Credit Institute) heating funding, it is the Confirmation for the Application (Bestätigung zum Antrag, BzA), issued by an energy efficiency expert or the executing specialist company. Without this number, the funding body will not accept the application. Allow for lead time — the expert needs building data and often a site visit.
A concrete quote from which the eligible costs can be derived.
In practice, this means: several weeks pass from the decision to the submitted application. Anyone who wants to renovate in autumn starts in summer.
The most common misconception
Many believe the application can be made after the measure — as with a tax return. This is not the case with the BEG (Federal Funding for Efficient Buildings). Anyone who builds first and applies afterwards gets nothing, and there is no hardship provision.
A heating system failure does not change this either. If the system breaks down in January, a quick replacement is understandable — but it is only eligible for funding if an application was already underway beforehand.
If things need to move quickly
In the event of a heating system failure, there is one way: have the old system repaired temporarily or set up a rental unit, and submit the application in parallel. This costs something, but saves funding in the four- to five-figure range.
Our advice
Clarify the funding before you talk to contractors about dates. Anyone who takes the opposite route will eventually face a choice: wait for the decision and lose the appointment — or place the order and lose the funding.
