BEG EM – Overview and Responsibilities
The Federal Funding for Efficient Buildings – Individual Measures (BEG EM) is the central BAFA funding programme for renovation measures on existing buildings. BAFA remains the right point of contact for individual measures relating to the building envelope and system technology, maintaining its established areas of responsibility and procedures.
Responsibilities
- BAFA (Federal Office for Economic Affairs and Export Control): Building envelope (insulation, windows, exterior doors), system technology (excluding heating system replacement), heating optimisation, ventilation systems, building networks
- KfW (state development bank) Programme 458: Heating system replacement (heat pump, pellets, district heating, etc.)
Since the reform on January 1, 2024, individual measures on the building envelope and system technology (excluding heating system replacement) have been funded through BAFA, while heating system replacement is handled via KfW (Programme KfW 458).
New Funding Conditions from July 21, 2026
BEG will be continued from 21.07.2026 in its established structure, but with necessary adjustments. A summary of the key changes:
BAFA Individual Measures (Building Envelope & System Technology)
- The basic funding rate of 15% grant remains unchanged for insulation and other building envelope/system technology measures.
- iSFP (renovation roadmap) Bonus (newly regulated): The iSFP bonus of 5% is only paid from an eligible investment volume of more than €30,000 – and applies exclusively to the portion of eligible expenditure exceeding €30,000. This means the iSFP bonus is effectively no longer available for smaller individual measures in practice.
- For multi-family buildings, the maximum eligible expenditure per residential unit is applied on a degressive (stepped) scale.
- From the first quarter of 2027, a new Worst-Performing Buildings (WPB) bonus (+5%) is to be introduced, applying exclusively to building envelope measures.
- Removal of interior lighting for non-residential buildings (NWG): Energy-efficient interior lighting for non-residential buildings is no longer funded under BEG EM as of July 21, 2026.
KfW 458 – Heating Funding (New Conditions from 21.07.2026)
- Basic funding rate: 30% of eligible costs (unchanged).
- Maximum funding: Through the combination of bonuses, grants of up to 80% are possible for owner-occupiers (income-dependent).
- Maximum eligible costs: The maximum eligible costs are reduced from €30,000 to €28,000 for the first residential unit. From February 1, 2027, a further gradual reduction will take place (every six months).
- Income bonus (new): A graduated income bonus is granted to owner-occupiers whose household income falls below the income threshold (40% / 30% / 10% depending on income level).
- Discontinued bonuses: With the new BEG funding guidelines, the previous efficiency bonus (5%) for particularly efficient heat pumps and the emissions reduction supplement (€2,500) for biomass heating systems are discontinued without replacement.
- Climate Speed Bonus (reduced): The Climate Speed Bonus is reduced from 20% to 16% and will subsequently be reduced further every six months: 12% from 01.02.2027, 8% from 01.08.2027, 4% from 01.02.2028, and 0% from 01.08.2028.
Basic Requirements
- Existing buildings: The building permit/notification must date back at least 5 years. New builds are excluded.
- Application before project commencement: The application must always be submitted before the project begins. Project commencement is defined as the conclusion of a supply or service contract with the executing company, or the ordering of materials without a suspensive or resolutive condition tied to the funding approval. A contract containing such a condition and the anticipated implementation date must already be in place at the time of application. Anyone who disregards this rule forfeits their entitlement to funding.
Grandfathering for Ongoing Projects
Applications that have already been approved are not affected by the changes – the funding is bindingly reserved and will be paid out in accordance with the old funding conditions, provided the funding requirements are met. Applications that have already been submitted will be assessed under the old funding conditions.
The BAFA (Federal Office for Economic Affairs and Export Control) application (building envelope, system technology) is submitted by Energieberatung Klein GmbH as your authorised representative. The KfW heating application must be submitted by you personally – KfW does not permit authorised representation; we will prepare it together with you.
