Stand: Richtlinie BEG EM vom 17.08.2026 (BAnz AT 27.08.2026), gültig für Anträge ab 21.07.2026.
1. Privatpersonen

Zulässige Rechtsformen: GmbH, UG, AG, GmbH & Co. KG, KG, OHG, GbR, Einzelunternehmen, e. K., e. V., Genossenschaften.
Vergleichstabelle
| Aspekt | Privatperson | WEG | Unternehmen |
|---|---|---|---|
| Förderfähige Kosten Hülle (1. WE) | 30.000 € (60.000 € mit iSFP) | 30.000 € (skaliert ab WE 2) | 30.000 € netto |
| Förderfähige Kosten Heizung (1. WE) | 28.000 € | 28.000 € (skaliert ab WE 2) | 28.000 € netto |
Praxistipp

Eligible Applicants for BEG-EM Funding: Private Individuals, WEG and Companies
Who may apply for BEG-EM funding?
For individual measures funding under the BEG-EM (Federal Funding for Efficient Buildings – Individual Measures), three groups of applicants are generally eligible — all receive the same funding rates, but with different obligations and documentation requirements.
Status: BEG EM guideline of August 17, 2026 (BAnz AT 27.08.2026), valid for applications from July 21, 2026.
1. Private individuals
Requirements:
- Natural person with a German place of residence or German tax number
- Owner or tenant (for tenants: written consent of the owner)
- Application in one's own name
Required information: name, address, date of birth, tax ID, IBAN, building data (year of construction, residential units).
Power of attorney for the energy consultant: With a BAFA (Federal Office for Economic Affairs and Export Control) power of attorney, the energy consultant can submit the application, answer queries and submit additional documents on request. The power of attorney must be signed by the applicant.
2. WEG (homeowners' association)
Requirements:
- Registered WEG with its own tax number
- Resolution of the owners' meeting (majority resolution under § 20 WEG)
- Application submitted by the WEG property manager as the legal representative of the community (§ 9b WEG); where there is no property manager, by all owners jointly or by one owner authorized by resolution
Required information: official WEG name, WEG tax number, name and function of the authorized signatory, resolution as an attachment, WEG IBAN.
Funding amount: The funding amount depends on the number of residential units affected. For measures on common property (roof, façade, heating), all residential units count.
Special feature of heating funding (KfW 458): eligible expenses of €28,000 for the first residential unit, €15,000 each for the second to sixth, €8,000 each from the seventh. The amount for the first residential unit decreases by €750 every six months from February 1, 2027. (KfW = KfW development bank.)
3. Companies (legal entities)
Requirements:
- Registered company with its registered office in Germany
- Measure on a commercially or mixed-use building
- Compliance with the de minimis rule or the AGVO (General Block Exemption Regulation)
Permitted legal forms: GmbH, UG, AG, GmbH & Co. KG, KG, OHG, GbR, sole proprietorship, e. K., e. V., cooperatives.
Required information: company name and legal form exactly as in the commercial register, VAT ID or tax number, authorized representative (managing director, authorized officer with Prokura, board member), function of the signatory, commercial register extract on request, company IBAN.
Funding restrictions:
- De minimis rule: maximum of €300,000 in de minimis aid within a rolling period of three years (Regulation (EU) 2023/2831)
- AGVO: alternative legal basis for higher aid
- VAT: For companies entitled to deduct input VAT, only the net amount is eligible
- Whether an additional SME bonus is granted depends on the version of the guideline in force at the time and must be checked before applying
Comparison table
| Aspect | Private individual | WEG | Company |
|---|---|---|---|
| Eligible costs, envelope (1st residential unit) | €30,000 (€60,000 with iSFP) | €30,000 (scaled from residential unit 2) | €30,000 net |
| Eligible costs, heating (1st residential unit) | €28,000 | €28,000 (scaled from residential unit 2) | €28,000 net |
| Date of birth required | yes | no | no |
| Tax ID / tax number | Tax ID | WEG tax no. | VAT ID |
| Authorized representative | Applicant themselves | Property manager (without a property manager: authorized owner) | Managing director / authorized officer |
| State aid rule | – | – | De minimis or AGVO |
| iSFP bonus | yes (BAFA individual measures only) | yes (BAFA individual measures only) | yes (BAFA individual measures only) |
On the iSFP bonus: Since July 21, 2026, the 5 percentage points apply only to the portion of costs above the funding ceiling without iSFP (at least €30,000). For a single-family home, this threshold is €30,000; for a WEG or a multi-family building it is correspondingly higher, for example €121,000 for 8 residential units (€30,000 + 5 × €15,000 + 2 × €8,000). In KfW heating funding, the iSFP (individual renovation roadmap) plays no role.
Practical tip
For mixed-use properties (e.g., residential and medical practice), the commercially used portion must be shown separately. If the application is submitted as a private individual, only the residential portion is funded proportionately.
For WEG applications, passing the resolution in good time is critical — the resolution must be passed and documented before the application is submitted.
The BAFA application (building envelope, building services) is submitted by Energieberatung Klein GmbH as your authorized representative. You submit the KfW heating application yourself – KfW does not permit authorized representatives; we prepare it with you.
