Schritt 2: Vertretungsberechtigte Person identifizieren
- WE 1: bis 28.000 € förderfähige Kosten

WEG Funding under BEG-EM: Passing Resolutions, Application Procedure, and Common Pitfalls
WEG Funding Step by Step
Since the 2020 WEG reform, WEGs (homeowners' associations) have been fully eligible to apply for BEG-EM (Federal Funding for Efficient Buildings – Individual Measures) funding. In practice, however, applications often fail due to formal errors in passing resolutions and representation.
Funding rates as of the BEG-EM guideline dated August 17, 2026 (BAnz AT August 27, 2026), valid for applications from July 21, 2026.
Step 1: Resolution of the Owners' Meeting
Before submitting any application, a valid resolution must be in place. Content:
- Concrete measure (e.g., “Replacement of the heating system with a heat pump”)
- Planned cost framework and financing
- Authorization of the property manager or advisory board to submit the application
- Agreement to the BEG-EM funding and power of attorney for the energy consultant
Important: Since the 2020 WEG reform, a simple majority is sufficient for renovation resolutions (previously a double qualified majority). Under the law, a minimum quorum for adopting resolutions no longer exists since the reform – unless the declaration of community rules expressly stipulates it.
Step 2: Identify the Authorized Representative
The application must be signed by an authorized representative:
- WEG property manager (appointed by the owners' meeting)
- If the WEG has no manager: all owners jointly
- An owner or advisory board chairperson authorized by resolution (holding the advisory board chair alone is not sufficient under § 9b WEG – they only represent the WEG vis-à-vis the property manager)
The function must be stated in the application — for the BAFA (Federal Office for Economic Affairs and Export Control) power of attorney, in the field “Function of Signatory”.
Step 3: Submit the Application
The following must be submitted:
- Official WEG designation (as in the property management contract)
- WEG tax number (not the tax ID of the property manager)
- Total number of residential units and number of affected units
- Measure with the conditional supply/service contract from the specialist company
- Resolution as an attachment
- IBAN of the WEG (the grant is paid to the WEG account)
Step 4: Correctly Calculate the Funding Amount
For measures on common property, the maximum eligible cost amount scales with the number of residential units.
Example of heating system replacement (heat pump) in an 8-family house, KfW 458:
- Residential unit 1: up to €28,000 in eligible costs
- Residential units 2 to 6: up to €15,000 each → €75,000
- Residential units 7 to 8: up to €8,000 each → €16,000
- Total eligible costs: €119,000
- At 30% basic funding: €35,700; with Climate Speed Bonus (16%, only for owner-occupied residential units) up to 46%: €54,740
The income bonus is granted only to owner-occupiers and must be examined individually for mixed-use WEG properties. The maximum eligible amount for the first residential unit decreases by €750 every six months starting February 1, 2027.
For individual measures on the building envelope (BAFA), the following applies: €30,000 for the 1st residential unit, €15,000 each for the 2nd–6th, €8,000 each from the 7th onward — with a funded renovation roadmap (iSFP), €60,000 for the 1st residential unit, €30,000 each for the 2nd–6th, and €15,000 each from the 7th onward.
For measures on separate private property (individual apartment): funding applies only to the respective unit.
Common Pitfalls
- Resolution is missing or invalid — the application will be rejected. The resolution must be in writing, passed with a quorum, and adopted prior to application submission.
- Incorrect tax number — it must be the WEG's tax number, not the property manager's.
- Disbursement to the wrong account — the IBAN must belong to the WEG.
- Contract awarded without funding condition — at the time of application, a contract with a condition precedent or resolutive condition regarding funding approval and an expected execution date must already be signed; an order without this condition constitutes an ineligible early project start.
- iSFP bonus miscalculated — the bonus applies only to BAFA individual measures (building envelope, systems engineering, heating optimization), not to KfW heating funding. Furthermore, since the reform, the 5 percentage points apply only to the portion of costs exceeding €30,000; the main benefit lies in the doubled cost cap. The iSFP must be prepared prior to application submission.
- Multiple measures simultaneously — each measure requires a separate application with identical WEG details.
- Planning with discontinued bonuses — the efficiency bonus for heat pumps and the emissions reduction supplement for biomass no longer exist as of July 21, 2026.
Appointing an Energy Consultant
The WEG can commission an energy consultant with the complete handling. The power of attorney must be signed by the authorized signatory. The consulting fee can be partially subsidized via BAFA energy consulting for residential buildings (50%, capped — separate funding program).
Legal Bases
- Guideline BEG EM dated August 17, 2026 (BAnz AT August 27, 2026), valid for applications from July 21, 2026
- WEG Act (Wohnungseigentumsgesetz), in particular §§ 18–20 (renovation resolutions)
- AGVO Art. 38 (energy efficiency aid)
