Förderfähige Kosten
- 28.000 € für die erste Wohneinheit
- 15.000 € für die 2. bis 6. Wohneinheit
- 8.000 € ab der 7. Wohneinheit

KfW 458 – Heating System Replacement: Funding Rates and Bonuses (from 21 July 2026)
Heating funding has been processed through KfW (Germany's state development bank) since 2024 (no longer through BAFA (Federal Office for Economic Affairs and Export Control)). Programme no. 458 for private individuals. Status: BEG EM (Federal Funding for Efficient Buildings – Individual Measures) Directive dated 17 August 2026 (Federal Gazette AT 27 August 2026), applicable to applications from 21 July 2026.
Eligible Systems
Heat pumps, biomass heating systems (pellet, wood chip, log wood), solar thermal, fuel cell heating systems, connection to a district heating or building network, renewable energy (RE) hybrid heating systems with at least 65 % renewable energy, innovative heating technology, and hydrogen-ready heating systems (additional investment costs only).
Funding Rates
| Component | Rate | Condition |
|---|---|---|
| Basic funding | 30 % | all applicants |
| Climate Speed Bonus | +16 % | replacement of a functional oil, coal, gas floor-level, or night storage heating system (regardless of age), or a gas or biomass heating system aged 20 years or more; owner-occupiers only |
| Income bonus | +40 / 30 / 10 % | taxable household income up to €30,000 / €40,000 / €50,000 (average of years t−2 and t−3); owner-occupiers only |
| Family supplement | taxable income −€10,000 | at least one minor child in the household; effectively shifts the income thresholds to €40,000 / €50,000 / €60,000 |
| Maximum | 70 %, with income bonus 80 % |
Discontinued from 21 July 2026: the 5 % efficiency bonus for heat pumps using natural refrigerants or brine/water and water/water systems, as well as the emission reduction supplement for biomass heating systems.
Note for landlords: The Climate Speed Bonus and income bonus are available exclusively to owner-occupiers. Landlords therefore receive only the basic funding rate of 30 %.
Degression of the Climate Speed Bonus
| From | Bonus |
|---|---|
| 21/07/2026 | 16 % |
| 01/02/2027 | 12 % |
| 01/08/2027 | 8 % |
| 01/02/2028 | 4 % |
| 01/08/2028 | discontinued |
The earlier, statutory degression in three-year steps through 2037 has been superseded by the reform.
Eligible Costs
- €28,000 for the first residential unit
- €15,000 for the 2nd to 6th residential unit
- €8,000 from the 7th residential unit onwards
- The maximum amount for the 1st residential unit decreases from 01 February 2027 by €750 every six months (€27,250 from 02/2027, €26,500 from 08/2027, etc., down to €22,000 from 08/2030)
Maximum grant for a single-family home: €22,400 (80 % of €28,000). Without the income bonus but with the Climate Speed Bonus: 46 % = €12,880.
Changes from Q1/2027
- EU Value-Added Bonus for heat pumps: The basic funding rate decreases to 15 %; the full 30 % is only achieved with verified origin in the EU or associated markets. A brand or manufacturer declaration alone is not sufficient.
- Replacement logic: If a decentralised eligible system installed before 01 January 2008 is being replaced, only 25 % of total costs are treated as eligible on a flat-rate basis.
- If a more recent eligible system or a network connection is already in place, further funding is generally excluded. Exception: replacement of a gas, oil, or coal-fired heat generator in a bivalent system.
Special Rules for Biomass Systems
- The flat-rate emission reduction supplement of €2,500 has been discontinued.
Minimum Technical Requirements
- Air-source heat pumps: outdoor units must have been at least 10 dB below EU limit values since 01 January 2026 (previously 5 dB)
- Minimum efficiency: seasonal coefficient of performance (SCOP) ≥ 3
- The unit must be listed in the BAFA register of eligible systems
- Heat pumps (applications from 21 July 2026): an intelligent metering system (smart meter) must be ordered from the metering point operator for the residential or building connection (smart meter ordering obligation), at the latest by the time of commissioning
- The current version of the Minimum Technical Requirements is always authoritative
Application Process
- A specialist contractor or energy efficiency expert prepares the BzA (confirmation for application, with a 15-digit BzA ID); the BzA is valid for 6 months
- Conclude a supply or service contract with the heating installer — with a suspensive or resolutory condition subject to KfW approval; retrospective inclusion of this clause is not permitted
- The owner submits the application via the online customer portal "Meine KfW" (entirely online)
- 36-month implementation period after approval
- After completion, submit the BnD (confirmation after completion) and invoices; payment is made as a rule around mid-month or end of month
Important: The application must be submitted before the measure begins. Subsequent changes to bonus funding are no longer possible once the application has been received.
Transitional Arrangement for the Reform
Applications submitted by 20 July 2026 will be processed under the previous terms — as will projects that have already been approved. For applications from 21 July 2026 onwards, the new conditions apply, even if the BzA was issued at an earlier date. Unused, still-valid BzA IDs may be used for applications under the new rules.
