| Kriterium | Schwellenwert |
|---|---|
| Energiebedarfsausweis | Effizienzklasse H |
| Jahres-Endenergiebedarf (berechnet nach DIN V 18599) | ≥ 300 kWh/(m²·a) |
Was ändert sich ab Q1/2027 konkret?
Warum jetzt handeln?
WPB Bonus from 2027: 5% Extra Funding for Particularly Inefficient Buildings – Who Benefits and What to Do Now
From the first quarter of 2027, owners of particularly energy-inefficient residential buildings – so-called Worst-Performing Buildings (WPB) – will receive an additional funding bonus of 5 percentage points on insulation measures for the building envelope under the Federal Funding for Efficient Buildings (BEG EM, the individual measures part of the BEG). A prerequisite is a subsidised individual renovation roadmap (iSFP). Anyone who wants to use the bonus should commission the iSFP in 2026 – because the energy demand calculation that is decisive for the WPB proof may be at most one year old at the time of application (otherwise it must be updated).
What is a Worst-Performing Building (WPB)?
The term comes from the EU Energy Performance of Buildings Directive (EPBD) and refers to buildings that are among the worst in Germany's building stock in terms of energy performance – roughly the worst 25 percent. In the BEG it has been precisely defined since July 2026.
A residential building counts as a Worst-Performing Building if one of the following conditions is met (as of: KfW/BAFA information sheet on eligible measures and services, No. 1.6, version 11.0):
| Criterion | Threshold |
|---|---|
| Energy demand certificate | Efficiency class H |
| Annual final energy demand (calculated according to DIN V 18599) | ≥ 300 kWh/(m²·a) |
| Year of construction + envelope condition (only multi-family buildings with more than 5 residential units and central hot water preparation) | Year of construction ≤ 1957 and building envelope essentially not energetically renovated (among other things: exterior wall only modernised before January 1, 1984; energy-related measures on the envelope excluding windows/doors since January 1, 1984 totalling less than 20%) |
For context: energy efficiency class H means a final energy demand of more than 250 kWh/m²a – five times that of a modern Efficiency House 55. Roughly one in six residential buildings in Germany is affected. Proof of WPB status is provided by an approved energy efficiency expert, who also prepares the iSFP.
What exactly changes from Q1/2027?
With the BEG reform of July 21, 2026, the WPB bonus, which previously existed only in the systemic renovation funding via KfW 261, was extended to BAFA individual measures. From the first quarter of 2027, the following applies:
- +5 percentage points WPB bonus on insulation measures for the building envelope (BEG EM)
- Applies exclusively to insulation of exterior walls, roof surfaces, top-floor ceilings and floor surfaces
- Not eligible under the WPB bonus: windows, exterior doors, summer heat protection, building services technology and heating optimisation
- The bonus is applied to the entire eligible costs (within the applicable maximum limits) – the iSFP minimum investment volume of €30,000 does not apply to the WPB bonus
- The WPB bonus is granted for a maximum of three applications per building
What the total funding looks like
For a Worst-Performing Building with an existing iSFP, the following funding potential for insulation measures results from Q1/2027:
| Funding component | Funding rate | Condition |
|---|---|---|
| Basic funding for insulation (BEG EM) | 15% | No special requirements |
| iSFP bonus | +5% (only on costs above €30,000) | Subsidised iSFP available |
| WPB bonus | +5% (from Q1/2027) | WPB status + subsidised iSFP |
| Maximum funding rate | up to 25% | All requirements met |
Calculation example (single-family house, €60,000 eligible insulation costs, WPB status, iSFP available):
- 15% basic funding on €60,000 = €9,000
- 5% WPB bonus on €60,000 = €3,000
- 5% iSFP bonus on the amount above €30,000 = €1,500
- Total funding: €13,500
Without the WPB bonus and without an iSFP, with a €30,000 maximum limit it would be only €4,500. The difference is therefore considerable.
Why act now? The role of the iSFP
The iSFP is the central prerequisite for the WPB bonus. Without a subsidised iSFP there is no WPB bonus – even if the building clearly qualifies as a WPB. In addition: the data on which the iSFP is based may be at most one year old at the time of application.
Anyone who wants to use the WPB bonus from Q1/2027 should therefore commission the iSFP within the coming months at the latest – ideally still in 2026, so that the document is valid at the time of application.
What an iSFP costs and what is subsidised (as of: October 2026):
- Preparation costs for a single-family house: typically €1,300 to €2,000 gross
- BAFA (Federal Office for Economic Affairs and Export Control) subsidises preparation with 50% of the costs, at most €650 for single- and two-family houses and €850 for buildings with three or more residential units
- Own contribution after funding: approximately €650 to €1,350 for a single-family house
The iSFP may only be prepared by an energy efficiency expert approved by BAFA. It contains a prioritised list of measures, cost and savings potentials and – for WPBs – the necessary energy demand calculation for qualification.
Delimitation: What the WPB bonus does not cover
The WPB bonus is not an all-round bonus. Please note the following points:
- No WPB bonus for a pure window replacement: Windows, exterior doors and measures for summer heat protection are expressly excluded.
- No WPB bonus without an iSFP: If there is no subsidised iSFP, the bonus is forfeited entirely.
- Limit of three applications: A maximum of three WPB bonus applications are possible per building.
- Mind data currency: The energy demand calculation that is decisive for the WPB proof must not be older than one year at the time of application; if the iSFP is older, it must be updated.
- The WPB bonus applies to BEG EM (BAFA individual measures). In the KfW programme "Wohngebäude Kredit 261" (Residential Building Loan 261), a WPB bonus has existed for some time and amounts to 10 percentage points for Efficiency House levels 70 EE, 55 and 40.
Recommended actions for owners
If your building is classified in energy class H, has high heating energy consumption, or was built before 1958 and is largely unrenovated, you should now consider the following steps:
- Check the energy certificate: Is there class H or a final energy demand ≥ 300 kWh/(m²·a)?
- Commission the iSFP: Still in 2026, so that the document is available in time and up to date.
- Secure the WPB proof: The energy efficiency expert checks and documents the WPB status as part of the iSFP.
- Plan measures: Schedule insulation measures specifically for Q1/2027 or later in order to use the new bonus.
- Prepare the BAFA application: The application must be submitted before the start of the measure (technical project description with TPB-ID by the energy efficiency expert).
Early energy consulting pays off: it creates planning certainty, secures the funding requirements and prevents typical mistakes such as the wrong sequence of measures.
