Bio-Treppe erklärt: Was Ihre Gas- oder Ölheizung ab 2029 wirklich kostet
Also ist Gas günstiger.

The Bio-Staircase Explained: What Your Gas or Oil Heating Will Really Cost from 2029
The Bio-Staircase is the price of dropping the 65-percent rule. You are once again allowed to install a gas or oil heating system — but the fuel you put into it must contain a rising share of renewable energy from 2029 onwards. And that share is more expensive.
The uncomfortable part: the additional costs do not arise at installation, but are spread over twenty years. They appear nowhere in a quote comparison.
The Steps
| From | Renewable share in the fuel |
|---|---|
| 2029 | 10 % |
| 2030 | 15 % |
| 2035 | 30 % |
| 2040 | 60 % |
| 2045 | Climate-neutral |
Important: the obligation applies to the fuel, not the appliance. Your heating system is not banned and does not need to be retrofitted. What changes is the price of what you buy.
Why This Costs Money
Renewable components in gas — biomethane, and later green hydrogen — are significantly more expensive to produce than natural gas. The same applies to renewable liquid fuels in the case of oil.
How large the surcharge will be depends on how the quota is ultimately designed — and that is precisely what remains open. The green gas quota is to be regulated by December 1, 2026. Until that is settled, no one can give you a credible figure in cents per kilowatt-hour.
What can be said, however, is this: the direction is unambiguous and the steps are enshrined in law. Anyone who installs a fossil fuel heating system today is choosing a fuel that is planned to become more expensive.
The Mistake in Quote Comparisons
The typical calculation looks like this:
Gas heating €12,000, heat pump €30,000. So gas is cheaper.
This calculation is incomplete — in three places:
First, the funding. The heat pump is eligible for funding; the gas heating system is not. Depending on the applicable bonus, considerably less of the purchase price difference remains than the gross prices suggest.
Second, the service life. A heating system installed in 2026 typically runs into the 2040s. It will therefore experience every step of the Bio-Staircase — including the 60 percent from 2040.
Third, the timing of costs. The purchase price hurts once and is then done. The fuel price accompanies you every winter, and it is planned to rise.
An honest comparison sets both against each other over the same lifespan: purchase price minus funding plus operating costs over twenty years. Only that figure answers the question.
What This Means for Your Decision
Heating system is running and less than 15 years old: Do nothing. There is no obligation to replace it, and your system is not foreseeably affected.
Heating system is 15 to 25 years old: Now is the right time to do the sums — before it fails in January and you have to decide under time pressure. An emergency solution in winter almost always turns out to be the more expensive one.
Heating system is broken: Even then, there is no obligation to install a heat pump. But have both options costed over the full service life before you sign anything. The price difference at installation is rarely the decisive factor.
New build: Here the question is generally settled anyway. With the zero-emission standard from 2030 and the lifecycle balance requirement from 2028, a fossil fuel heating system in a new build can scarcely be justified.
What Remains Open
How the quota will be monitored and enforced, whether there will be exemptions for hardship cases, and how the surcharges will actually develop — none of this is conclusively clarified until the green gas quota is regulated.
Be sceptical, therefore, of offers that either alarm you or give you the all-clear. Neither is currently substantiated. What is substantiated are the steps — and those are entirely sufficient for making a sound decision.
Note
Status: July 29, 2026. The percentages and years are fixed in the GModG (Building Modernisation Act). The concrete financial impact depends on the green gas quota, which is still pending; we will update this article as soon as it is regulated.
