Thuringia — State Funding Programmes 2026
Key Facts at a Glance
- In Thuringia in 2026 there is no state grant for private heating system replacements, heat pumps, insulation, photovoltaic systems or battery storage. Grants are available from the federal government via BAFA (Federal Office for Economic Affairs and Export Control) and KfW (KfW Development Bank).
- The former state programme Solar Invest has ended. The Thuringian Energy and GreenTech Agency (ThEGA) states that it was discontinued at the end of 2022.
- The state programme for owner-occupiers is EigenheimPlus, offered by the Thüringer Aufbaubank (TAB — Thuringia's state development bank). It provides a subsidised-interest loan of €5,000 to €250,000 for the purchase and/or modernisation of owner-occupied residential property, applied for through your principal bank.
- The Thuringian Residential Construction Funding 2026–2030 supports landlords modernising rental apartments with an interest-free loan and grants. Requirements include rent and occupancy commitments and a minimum of three funded dwellings. Programme registration for 2026 is closed.
- Both state programmes can be combined with federal funding.
Development Bank and Contact Points
- Thüringer Aufbaubank (TAB): The state development bank of the Free State of Thuringia, Gorkistraße 9, 99084 Erfurt. The customer centre can be reached at 0800 5565156 or kundenservice@aufbaubank.de.

- Energy efficiency experts: For renovation roadmaps (iSFP), BEG (Federal Funding for Efficient Buildings) applications and construction supervision.
Active State Programmes 2026
EigenheimPlus (TAB)
Who: Natural persons who purchase an existing property in Thuringia and/or wish to modernise their owner-occupied residential property. The predominant share of the residential and usable floor area must be used for residential purposes by the owner personally.
What is funded: Purchase and/or modernisation and renovation of existing, owner-occupied residential property. Energy-efficient renovation can be financed through this programme, though it is not limited to it. The following are not eligible:
- New construction and purchases from a property developer
- Properties outside Thuringia
- Properties that are rented out at the time of application and for which a termination for personal use is planned
- Debt rescheduling and projects already under way
Amount (TAB information sheet TAB-08.26 and interest rate table, rates valid from September 29, 2026):
- Loan of €5,000 to €250,000, financing up to 100% of costs
- Terms of 5, 10, 20 or 30 years, with up to one year interest-only period. The fixed interest period is 5 years for a 5-year term, and 10 years for all other terms.
- Maximum nominal interest rate per the rate table: 4.42% (5 years), 4.57% (10 years) and 4.62% (20 and 30 years). These figures already include the TAB interest subsidy.
- The principal bank sets the specific interest rate based on creditworthiness and collateral.
- Commitment fee of 0.10% per month from six months after approval
Application / Where: Through your principal bank or another credit institution (on-lending loan), before the start of the project. The start is defined as the conclusion of supply and service contracts or the notarised purchase contract. Planning and consulting do not count as the start of the project.
Combination with BEG: According to TAB, combination with other public funding is permitted.
Thuringian Residential Construction Funding 2026–2030 (for Landlords)
Who: Natural persons and legal entities as owners of rental apartments, provided they are financially viable.
What is funded: Includes, among other things, the modernisation, renovation and conversion of rental housing for lower-income households. A minimum of three funded dwellings must be created. Rents and occupancy are subject to binding commitments for at least 20 years.
Amount: Interest-free construction loan with a 30-year term, supplemented by direct grants and a repayment grant. Funding covers up to 80% of eligible costs. A minimum equity contribution of 20% is required. The exact grant amounts are set out in the TAB information sheet.
Application / Where: A programme registration with TAB is required first. For 2026, registration is closed. In subsequent years, the deadlines according to TAB are March 31 and October 31.
Combination with BEG: According to TAB, cumulation with other funding is permitted. Linking with sustainability programmes is encouraged.
No Longer Active: Solar Invest
The state programme for photovoltaic systems and battery storage is no longer running. According to ThEGA, there is currently "no state-wide funding for private photovoltaic systems or battery storage".
Combination with Federal Funding
Worked example (simplified, for illustrative purposes only): A couple purchases a 1968 single-family home in Gera for €180,000 and renovates it before moving in. The façade is insulated and the windows are replaced, at a cost of €55,000 following an iSFP (individual renovation roadmap). The new heat pump costs €32,000.
| Item | Amount |
|---|---|
| Purchase price | €180,000 |
| Building envelope | €55,000 |
| Heat pump | €32,000 |
| Total | €267,000 |
| BAFA BEG EM 15% on €55,000 | €8,250 |
| iSFP bonus 5% on the portion above €30,000 (€25,000) | €1,250 |
| Heat pump: grant KfW 458 | see current KfW information sheet |
| EigenheimPlus (maximum amount) | €250,000 |
EigenheimPlus covers purchase and renovation here up to the maximum amount. The federal grants totalling €9,500 for the building envelope, plus the KfW grant, are paid out after completion. They then reduce the actual financing requirement. Compared to a standard bank offer, EigenheimPlus is particularly worthwhile if your bank does not offer a more favourable rate of its own. Compare the offers. The calculation assumes that the costs for the building envelope are fully eligible under BEG. Please check the maximum limits in the current BAFA information sheet.
Municipal Programmes
The city of Jena introduced a funding guideline for plug-in solar devices in 2022. The city's web pages were not accessible at the time of our review. We were therefore unable to confirm whether the programme is still running in 2026. According to ThEGA, individual towns, municipalities and energy suppliers offer their own schemes. Please enquire with your local municipality and municipal utility.
Frequently Asked Questions
Is there a grant for heat pumps in Thuringia?
Not from the state. The grant is available from the federal government via KfW 458. If you occupy your home yourself, you can co-finance the heat pump through EigenheimPlus as a loan.
Is Solar Invest still running?
No. According to ThEGA, the programme has been discontinued and there is currently no state-wide funding for private photovoltaic systems or storage.
Can I use EigenheimPlus for a new build?
No. The programme is restricted to existing properties. A purchase from a property developer is also treated as new construction and is therefore excluded.
Can I as a small landlord receive state funding?
EigenheimPlus applies only to owner-occupied residential property. For rented apartments, the Thuringian Residential Construction Funding 2026–2030 may apply. The requirements are a minimum of three funded dwellings with rent and occupancy commitments. The next programme registration is possible in 2027.
Where do I apply for EigenheimPlus?
At your principal bank or another credit institution, and specifically before concluding contracts with tradespeople or before the notary appointment. The bank forwards the application to TAB.
